In 2000, President Dan Mote appointed a steering committee to develop a new master plan for the University of Maryland campus. Although state law requires universities to submit a revised plan every five years to ensure that facilities meet the institutions' needs, this committee decided to go a step beyond. Under the leadership of the provost and the vice president for administrative affairs, the 28-member group began by adopting a set of principles to provide not just guidelines for future development but a vision of a campus that truly reflects the values of the university.

In recognition of the university's special responsibility as the leading public research institution in a region noted for Smart Growth, the committee imagined a campus of coherent design based on four broad principles or goals.

   ·         Create a campus that continues the architectural heritage of the past, embraces the wider community, and reflects the mission and values of a world-class public research university

   ·         Create a campus that respects the natural environment, practices environmental stewardship and sustainability, and emphasizes harmony between natural and man-made landscapes

Name: Climate Action Plan Work Group

NOTE: The University President recently approved the creation of a University Sustainability Council, a high-level group chaired by the Vice President for Administration (membership: All Vice Presidents, 3 faculty, 2 students, 1 at-large, President’s Chief of Staff, Director of the Office of Sustainability, and the Campus Energy Manager).  This group will replace the Climate Action Plan Work Group, which has completed its primary task of developing the University’s Climate Action Plan.  Because SEI is seeking information on past activities for this survey, the following answers are in reference to the Climate Action Plan Work Group since the University Sustainability Council has not yet met.

Also, prior to the formation of the Climate Action Plan Work Group, sustainability efforts were led by the Environmental Stewardship Committee (2002-2009), which met four times each year.

Key issues/programs that the group has addressed/implemented since August 2008:

Progress made on each of these issues since August 2008:

·         Administrative policies – a draft Environmentally Preferable Procurement Policy is in front of the President’s cabinet for final approval.

·         Power and Operations mitigation strategies – a $20 ESCO project was begun in April 2009, covering 9 energy intensive buildings

·         Transportation mitigation strategies – a campus bike study was completed.

·         Solid Waste strategies – the Department of Athletics and Facilities Management collaborated on a home football recycling and composting program called Feed the Turtle.

·         Education and research strategies – In May 2008, the campus held the first Chesapeake Project workshop, which trained 26 faculty on integrating sustainability into the curriculum in non-environmental courses.

ENERGY EFFICIENCY

27) What programs or technologies has your school implemented to improve energy efficiency (e.g., cogeneration plant, retrocommissioning of HVAC systems, performing system tune-ups, temperature setbacks)?  

The University has entered into an Energy Performance Contract with two Energy Service Companies that will focus on energy conservation in areas such as lighting, water, HVAC, building envelope, and building automation controls.  UM has also entered into a contract with Maryland Environmental Services, a quasi state agency, to identify feasible on-campus renewable energy projects. 

 

The University’s efforts are further augmented by recent state legislation requiring that all state agencies reduce electricity consumption by 15% per capita by the end of 2015 and meet LEED Silver for new construction.

 

The University has taken many steps to improve its energy efficiency.  The Energy Star certified combined heat and power plant very efficiently generates all of the steam and most of the electricity used on campus.  A retrofit of hallway lighting has reduced hallway energy use by 80%.  Many other systems and devices have been replaced in recent years with high efficiency equipment.

 

ENERGY CONSERVATION

The University is using many types of energy efficient technologies including high efficiency HVAC systems, motion sensors, light sensors, T5 lighting, LED lighting, timers, and more.  Regarding just lighting ballasts, 12% of the campus has been retrofitted with T5 lights that are spread out further than previous lighting configurations, resulting in an 80% decrease in energy for retrofitted spaces.  A complete list of energy efficient technologies could not be obtained because of the vast number of projects and facilities owners responsible for that data.

The University is using many types of water efficient technologies including low flow faucets, low flow showerheads, rainwater catchment systems, and more.  Approximately 64% of the campus utilizes low flow toilets and faucets.  A complete list of water efficient technologies could not be obtained because of the vast number of projects and facilities owners responsible for that data.

 

51) What percentage of your institution's non-hazardous construction and demolition waste is diverted from landfills?

The diversion rate is high but we do not have a specific number since the University has not yet tracked all of the C/D waste, as many different contractors are involved.  Waste Management is working with Procurement and Campus Projects staff to create recycling and reporting requirements for all construction contracts.  The University tracked 330 tons of construction material during calendar year 2008.

NEW STUDENT ORIENTATION

53) Does a portion of your new student orientation specifically cover sustainability?

This year, the Orientation Office made great strides to infuse sustainability into the New Student Orientation Program.  Their sustainability initiatives ranged from the sensible to the zany and most importantly, the Orientation Office explained the environmental benefits of each initiative so that all new students learn that environmental stewardship is part of the culture of the University of Maryland. 

 

To address the food waste generated from meals during previous summers, the Orientation Office coordinated with the Department of Dining Services to collect waste for compost during orientation dinners.  Using well-labeled bins for compost, recycling, and trash, many new students learned to separate their waste in a new way.  The Orientation Office also worked with the caterer to replace polystyrene plates with compostable paper plates. 

 

The Orientation Office also saved roughly 300,000 sheets of paper over the summer by creating an online Virtual Folder that has all the fliers and resources students typically receive during the Orientation Program.  Even the new student gift was selected with sustainability in mind.  All new students received a backpack that they will hopefully use throughout their time on campus.

 

To drive home that sustainability is an important part of campus life, the student Orientation Advisors created a high-energy and entertaining skit about adopting sustainable behaviors as Maryland students.  The skit encouraged students to turn off lights and electronic devices when they leave their rooms, to recycle overwhelmingly long term papers, and to dine-in at the dining hall instead of using disposable take-out containers.
