U.Va. President John Casteen signed the Universitas 21 “Statement on Sustainability” on May 22, 2009.  As such, U.Va. is committed to:

·         Advance timely solutions to ecological, societal and economic problems, through research, teaching, community partnerships and demonstrable actions;

·         Accelerate these solutions beyond the campus through engagement with civil society, industry and government; and work collaboratively and cooperatively to achieve more than is possible by working alone.

·         Each university will develop, publish and monitor targets; share results with each other; engage in research; establish its campus as a living laboratory for a sustainable future; emphasize citizenship and engagement to promote faculty, staff and student volunteerism; and build capacity through cross-network collaboration.

 

President’s Committee on Sustainability is charged with the following:

The Committee on Sustainability shall advise the President and Executive Vice President and Chief Operating Officer, through the Architect for the University, on all matters related to the overall quality, diligence, and progress of the University's commitment to sustainability in the broad sense of environmental, economic, and social impacts, and their relationship to the future of the University. In carrying out this charge, the Committee shall be engaged in the following:

·         Recommend policies, procedures, and priorities that will promote the highest-standards of sustainable practice across the University including but not limited to business operations, energy production and utilization, and design and management of facilities.

·         Provide guidance in the development of communication plans with the goal of increasing sustainable behavior among faculty, staff, and students. Recommend and encourage the development of new opportunities to educate the University community on sustainable thinking and practice.

·         Review and comment on the University's progress toward measurable sustainability objectives.

·         Review and comment on the University's responses to major national surveys and/or voluntary compliance with regard to an institutional plan toward the reduction in CO2 emissions and related environmental impacts.

Please describe: UVa grounds are maintained using Integrated Pest Management.  Certified Organic Pesticides are utilized as the first treatment.  Botanicals and biological pesticides are utilized as well, including natural predators, parasites and pathogens.  If further treatment is required, non-organic pest-specific pesticides will be used.  Most of these are EPA Category IV.  To avoid problems in the first place, we also are paying closer attention than ever to the overall landscape plant health by proper watering, correcting soil nutrient deficiencies and working more closely with landscape designers to make the proper choice of plant material for the location and trying to use the most pest-resistant varieties to begin with.

ENERGY EFFICIENCY
27) What programs or technologies has your school implemented to improve energy efficiency (e.g., cogeneration plant, retrocommissioning of HVAC systems, performing system tune-ups, temperature setbacks)?
 

A team called “Delta Force” has been established in the Energy and Utilities Department to perform retro-commissioning in UVa buildings. Buildings have been prioritized by energy use and potential savings.  The first building to undergo retro-commissioning, Medical Research 4, experienced a reduction in chilled water use of 43.3%, a reduction in steam use of 12.5% and a reduction in electrical energy use of 1.8%.  In addition to these savings, we also experienced a reduction in maintenance requests.

The Energy Management and Sustainability Policy sets winter and summer temperature points at 68 and 78 degrees respectively (except for research and patient care areas).  Over holidays, building automation systems are used to reduce heating and cooling of unoccupied spaces.

ENERGY CONSERVATION
28) Do you facilitate programs that encourage members of the campus community to reduce energy use (e.g., cash incentives, signs reminding individuals to turn off lights and appliances)?

Please describe: Participated in Earth Hour 2009, reminding UVa community to shut off lights and electronics when not in use through websites, all campus email, and door to door canvassing, all-campus email, and door-to-door canvassing in academic offices reaching 300+ people. Energy conservation is a large part of the educational program offered by our Conservation Advocates (student volunteer representatives are appointed for each first-year dorm and many upper-class dorms, totaling about 25-30 students per year). Conservation Advocates utilize posters and emails to communicate with students in their dorms, and reach about 5000 resident students. There are energy conservation signs in dining halls and classrooms. In the fall of 2008, UVa sponsored a “Dorm Energy Challenge” for most first-year living areas.  This resulted in a 12% decrease in energy use.

The University has installed occupancy-sensors in most common areas.  These are included in all new buildings as part of the LEED certification process.   Compact Fluorescent light bulbs are used in the majority of fixtures that were originally designed for incandescent bulbs. An indoor LED lighting pilot at one Dining Hall, and a similar outdoor study are currently in process.

Existing parking garages are currently being re-lamped with more efficient bulbs and retrofitted with ambient light sensors.  This work is funded up-front by the Energy and Utilities Department, which will then freeze Department of Parking and Transportation utility payments at the current rate for 14-18 months and pay back the initial costs with the savings.  This project is serving as a prototype internal performance contract that can expanded to all UVa departments and auxiliaries.

 

50) What water-conservation technologies have you installed in existing buildings (e.g., low-flow faucets, low-flow showerheads, waterless urinals, dual-flush toilets, gray water systems, laundry technology)?

The University has made a concerted effort to retrofit restrooms with low faucets (1.5 gpm) and toilets (1.6 gpf).  This program has focused on dormitories and the common areas of all buildings.  Low-flow shower heads have been installed in dormitories.  Cooling tower condensate water has been collected for irrigation during periods of low rainfall.

NEW STUDENT ORIENTATION

Conservation Advocates are selected at the beginning of each school year, with one student volunteer assigned to each first-year dormitory.   Many upper-class dormitories also have a volunteer, with the total number of Advocates averaging between 25 and 30 per year.  Conservation Advocates use posters and emails to reach more than 5000 students on a monthly basis. They meet every-other week and present a new topic to their constituents at each meeting.  These topics include energy and water conservation, recycling, green dining and resource reduction. They also help staff events such as America Recycles Day and the UVa Earth Day Extravaganza.

The Environmental Sciences Organization (ESO) provides a link between the Environmental Sciences Department and the students of the University. While the organization is mainly geared toward undergraduate majors and minors in the department, it has its share of members from many different disciplines of the University. All members have one thing in common--an interest in the Environmental Sciences.

ESO is an opportunity for students to become more involved in and educated about the Environmental Sciences Department. Members are provided with many opportunities to get to know the professors in the department as well as what the department has to offer outside of a major or minor. One of the organization's core components is the aid, advice, and support that members have to offer each other about courses, activities, and resources within the department.

ESO is able to do this through activities such as peer advising about courses, seminars about the department and professions in the Environmental sciences, and career and job search resources. The organization also offers hiking and other events in the field. This year, ESO will focus on service to both the University and the local Charlottesville community. All University students are welcome to join and participate in any activity.

Please describe details of the program including the type of the incentive and eligible community members (e.g., faculty, staff, students): A carpool incentive program was initiated in July 2008 under the brand CavPool. The program includes discounted pricing, preferential parking locations, a supply of occasional parker permits, and entry into a semi-annual drawing for modest prizes. The more riders there are in a carpool, the better the benefits.  For example, a  2-person carpool enjoys a 10% discount on parking fees. A 3 person carpools receives a 25% discount and a 4-person+ carpool  receives their parking accommodation for free. Eligibility is limited to employees.

Please describe the program including the size of the discount (as a percent of full price) and eligible community members (e.g., faculty, staff, students): Beginning in April 2006, Students, staff, and faculty show their UVA ID in lieu of paying the fare on the city transit service. The Department of Parking & Transportation funds this program. In FY2009, UVa student, staff, and faculty participation in this program totaled 296,329 rides.  Separately, the University funds the Charlottesville Free Trolley jointly with the City of Charlottesville.  The Free Trolley provides service between U.Va. and downtown Charlottesville.

Please describe: University Transportation Service (UTS) provides fare-free, high-frequency bus service linking immediately adjacent neighborhoods, medical center and academic campus locations, and remote parking lots. The service is funded partly by a comprehensive transportation fee charged to students, partly by parking revenues, and partly by bus charter revenues.  UTS conveys well over 2 million riders annually.
